"Impossible access"

I fail to understand how early intervention and effective treatment can be delivered by a "you cannot have an appointment for days/weeks".

Telephone consultation is ineffective in the most part as true assessment can only be made reviewing the whole patient condition.

It is no wonder that the A&E and drop in service is overworked.

Precisely who does such a system serve?.
