"Restricting Large Baby Buggies During Rush Hour"

I travelled from the bus station today, on the number 5 to Oakley. It was crowded and several elderly passengers had to stand. There were two large baby buggies, which with the owners taking one seat each, were each blocking two further seats each.

Would it be reasonable to either not permit large buggies during rush hour, or campaign for the smaller fold up push chairs to be used on buses?

Obviously, parent would need to be informed in advance, if these regulations were imposed..
