"Why bothering having a phone number if nobody answers?"

I keep trying to phone this Royal mail delivery office in Basingstoke, and I know for a fact that it is not empty, but nobody ever seems to bother answering the phone! And it would be really nice to have the opportunity to speak to someone, and not have to travel there in person (especially not knowing the opening hours which are not publicized either!)to ask about deliveries....
