"Bus photos policy?"

Hi 
What is the policy towards ameteur photography at Basingstoke Bus Station. As recently i had to delete (inapproapriately) photos due to Festival Place staff demanding..even though no sign exits. I thought the bus station was public property. As i was not harassing anyone/ no children were involved and no real explination given ..and security cameras film /use for national tv regularly without written permission/ consent forms why this action is taken. Even the Father Christmas in Festival Place forbade parents to take their own children on the duck/penquin? ride..while mobile phone users merrily click away? 
Do Festival Place or Stagecoach or the B& D Council own the Bus Station too?
